Read the Runes, Instant, designed by Alan Pollack first released in Oct, 2002 in the set Onslaught and was printed exactly in 4 different ways.
This card, Read the Runes, would benefit a control deck that focuses on card advantage and has ways to easily sacrifice permanents. While it can provide a significant card draw, the downside of having to discard or sacrifice permanents can be mitigated in decks that can take advantage of this cost, such as decks with recursion or token generation. However, there are better options like Fact or Fiction or Pull from Tomorrow that offer card advantage without the downside, making them more versatile and reliable choices for competitive play.

You are never forced to sacrifice any permanents. You can choose to discard your entire hand if your hand is smaller than the number of cards you are required to discard.
