A graveyard-focused deck, such as a reanimator or recursion deck, would benefit from using Macabre Waltz as it allows you to bring back up to two creature cards from your graveyard to your hand while also enabling card selection by discarding a card. However, there are more powerful options available like Dread Return and Reanimate which can bring back creatures directly onto the battlefield, making them potentially better choices depending on the deck's strategy. Macabre Waltz could still see play in decks looking for additional card advantage and graveyard interaction.
