Jhessian Thief would be a great addition to a blue-based tempo or control deck that aims to cast a lot of noncreature spells to trigger its prowess ability and draw cards. While it can provide card advantage and grow in power, there are potentially better options like Delver of Secrets or Snapcaster Mage that offer more immediate impact or versatility. However, Jhessian Thief could still see play in decks looking to generate card advantage and maintain board presence through combat damage triggers.

Any spell you cast that doesn’t have the type creature will cause prowess to trigger. If a spell has multiple types, and one of those types is creature (such as an artifact creature), casting it won’t cause prowess to trigger. Playing a land also won’t cause prowess to trigger.

Once it triggers, prowess isn’t connected to the spell that caused it to trigger. If that spell is countered, prowess will still resolve.
