Moonlit Lamenter fits best in a white-based +1/+1 and −1/−1 counter–manipulation deck, especially in formats or environments that can add extra counters to it (so you can repeatedly convert counters into card draw) or that benefit from removing counters (such as persist, undying, or counter-synergy shells). In a vacuum, however, a 3-mana creature that enters with a −1/−1 counter and requires {1}{W} and sorcery speed just to draw a single card is quite inefficient; white has much stronger and cheaper card-advantage options like Spirited Companion, Welcoming Vampire, Mentor of the Meek, or Tocasia’s Welcome, all of which generate cards more reliably and with less mana investment. Because of the tempo loss and setup required, Moonlit Lamenter would generally be below rate for competitive play and would only make sense in a very synergy-driven casual or Commander counter-themed deck rather than in optimized Standard, Pioneer, or Modern lists.
