This card would be beneficial in a deck that focuses on cycling or discarding cards to trigger its ability and pump up its power. Decks that have a lot of card draw and manipulation would work well with Shadowstorm Vizier. However, there are potentially better options like Hollow One or Archfiend of Ifnir that provide more impactful effects for the cost, so Shadowstorm Vizier may not see much play in competitive Magic: the Gathering decks.
