Vicious Clown would be beneficial in a low-cost aggressive deck that focuses on quickly building a board presence with small creatures. While it can provide a temporary power boost when other small creatures enter the battlefield, there may be better options available, such as Goblin Chainwhirler, which has a more impactful effect on the board.
