This card, Icatian Town, would be beneficial in a white weenie deck focused on swarming the board with small creatures. However, in a competitive setting, there are better alternatives like Raise the Alarm or Spectral Procession that provide similar token generation at a more efficient cost. Icatian Town may not see play in highly optimized decks, but could be a fun inclusion in casual or thematic decks looking to create a citizen army.
