Foot Disciple, as a cheap Ninja that can’t block, would fit best in an aggressive or tempo-oriented deck that wants to apply early pressure and possibly enable ninjutsu-style synergies, particularly in formats where cheap evasive or aggressive creatures are valuable; however, a creature that can’t block and offers no additional upside is generally below rate unless it has strong stats for its cost or meaningful synergy.
