April O’Neil, Human Element would fit best in a blue-based spellslinger or artifact-centric Commander deck that wants lots of cheap instants, sorceries, and artifacts being cast—ideally in multiplayer where multiple players trigger her ability, dramatically increasing Mutagen token production. She synergizes especially well in Izzet (U/R) spellslinger, Azorius artifacts, or Jeskai prowess-style builds, and can also slot into artifact token or +1/+1 counter strategies since the Mutagen tokens effectively bank mana into permanent growth.
