Shellshock would fit best in multiplayer Commander decks that can generate lots of mana and want scalable removal plus artifact or +1/+1 counter synergies—especially red-based X‑spell decks (like Torbran, Neheb, or Magda builds), spellslinger shells that care about big mana, or artifact/counters strategies that can exploit the Mutagen tokens for value (e.g., decks with Hardened Scales–style effects or artifact sacrifice payoffs). Its strength is flexibility and multiplayer scaling—potentially hitting one creature per opponent while banking future counters—but in 1v1 formats it’s inefficient compared to staples like Fireball, Banefire, or even Rolling Thunder, which can remove multiple creatures or close games more reliably, and Blasphemous Act or Chain Reaction are usually better sweepers.
