Changing Loyalty would fit best in a black-based sacrifice or aristocrats-style deck that either wants to steal opposing creatures permanently or repeatedly reuse its own creatures with death triggers; because it has flash, you can respond to removal or blocks, and with replicate you can potentially set up multiple “theft-on-death” effects at once, which is strongest in multiplayer Commander where mana is plentiful and creatures die often.
