A deck focused on WATER monsters with high ATK values would benefit from using Steel Shell in order to boost their offensive capabilities. However, there are better options available such as Axe of Despair which provides a higher ATK boost without decreasing DEF. Steel Shell could see play in a casual or themed deck, but competitive decks may opt for more efficient spell cards.
