About Spread the Sickness
Spread the Sickness, Sorcery, designed by Jaime Jones first released in Feb, 2011 in the set Mirrodin Besieged and was printed exactly in 3 different ways.
A deck that focuses on controlling the board and utilizing counters would benefit from using Spread the Sickness, as it provides removal and potential board state enhancement. However, there are better cards that offer more value for the mana cost, such as Murder or Hero's Downfall, which offer similar removal effects without the need for proliferate. Spread the Sickness may not see as much play in competitive decks due to its higher cost and the availability of more efficient removal options.

If a permanent has +1/+1 counters and -1/-1 counters on it, they’re removed in pairs as a state-based action so that the permanent has only one of those kinds of counters on it.

You don’t have to choose every permanent or player that has a counter, only the ones you want to add another counter to. Since “any number” includes zero, you don’t have to choose any permanents at all, and you don’t have to choose any players at all.

If the creature is an illegal target when Spread the Sickness tries to resolve, the spell doesn’t resolve. You won’t proliferate.
