This card would be beneficial in a deck that focuses on drawing multiple cards each turn, such as a blue/red spellslinger deck or a black/blue control deck. While Mad Ratter can generate value with its rat tokens, there are potentially better cards like Chasm Skulker or Psychosis Crawler that provide more impactful effects when drawing cards. However, Mad Ratter could still see play in a deck looking to go wide with token creatures and take advantage of card draw synergies.

If a spell or ability causes you to put cards into your hand without specifically using the word “draw,” it’s not a card drawn.

The triggered ability can trigger only once each turn. It doesn’t matter whether the permanent with that ability was on the battlefield when the first card was drawn. If it’s not on the battlefield when the second card is drawn, the ability can’t trigger at all that turn. It won’t trigger when the third or fourth card is drawn.
