While Custodi Lich can be a solid addition to such a deck, there are potentially better options available depending on the specific strategy and format being played. Cards like Grave Titan or Massacre Wurm may offer more immediate impact or value, but Custodi Lich could still see play in the right deck looking to establish and maintain control over the game.

Abilities that trigger whenever you “become the monarch” trigger only if you aren’t already the monarch. For example, if you are already the monarch as Custodi Lich enters the battlefield, its last ability won’t trigger.
