A deck that focuses on card advantage and doesn't mind discarding cards would benefit from including Tormenting Voice. However, there are better options like Faithless Looting, which not only lets you draw two cards but also allows you to filter your hand by discarding unwanted cards. Tormenting Voice could still see play in decks that specifically need a cheap draw spell and can afford the discard cost.
