Tom, Bert, and William would fit best in a Golgari (black-green) aristocrats or graveyard-value deck that wants to sacrifice high-power creatures for card draw, especially ones that can recur creatures or create big disposable bodies (e.g., tokens with boosted power, creatures with high power and low mana cost, or creatures that like being sacrificed).
