About Into the Roil
Into the Roil, Instant, designed by Kieran Yanner first released in Oct, 2009 in the set Zendikar and was printed exactly in 11 different ways.
A tempo-based control deck would benefit from using Into the Roil, as it provides a versatile removal option that can bounce problematic nonland permanents while also potentially drawing a card if kicked. The converted mana cost of the spell is determined only by its mana cost, no matter what the total cost to cast the spell was.

If the targeted permanent is an illegal target by the time Into the Roil resolves, the entire spell doesn’t resolve. You don’t draw a card.
