A deck that focuses on controlling the board and tempo, such as a Blue control deck, would benefit from using Flooded Shoreline as it provides a way to repeatedly bounce opposing creatures. However, there are better options like Aether Adept or Venser, Shaper Savant that offer more flexibility and value for the same cost, making Flooded Shoreline less likely to see play in competitive Magic: the Gathering decks.
