A deck focused on controlling the board and dealing incremental damage, such as a mono-black control or a sacrifice-based deck, would benefit from using Festering Evil. However, there are better options like Pestilence or Pyrohemia that offer more control and flexibility in dealing damage to creatures and players. Festering Evil may not see much play in competitive decks due to its higher mana cost and limited impact compared to other similar cards.
