Ring of Gix, Artifact, designed by Mark Tedin first released in Feb, 1999 in the set Urza's Legacy and was printed exactly in 2 different ways.
This card can be beneficial in a control or stax deck that aims to disrupt your opponent's board by tapping down their key artifacts, creatures, or lands. However, there are better options available such as Tangle Wire or Winter Orb which offer more impactful disruption and are more difficult for opponents to deal with. Ring of Gix may not see much play in competitive settings due to its higher mana cost and the availability of stronger alternatives.
