Mishra's Helix, Artifact, designed by Berry first released in May, 2020 in the set Urza's Saga and was printed exactly in 6 different ways. It see play in 1 formats: Premodern.
This card could be beneficial in a control deck that aims to disrupt the opponent's mana base by tapping their lands, slowing down their ability to cast spells. However, there are better options like Winter Orb or Static Orb that have a similar effect but are more efficient and impactful in disrupting the opponent's resources. Mishra's Helix may not see much play in competitive Magic: The Gathering decks due to its high cost and limited effect compared to other available options.

You can target already tapped lands.
