The Clot Sliver card would benefit a Sliver tribal deck by providing all Slivers with a regeneration ability for a mana cost of {2}. However, there are better options available such as the Sliver Queen or Sliver Legion which offer more powerful effects and have a greater impact on the game. While the Clot Sliver can be useful in certain situations, it may not see frequent play in competitive decks over stronger Sliver options.
