About Roiling Vortex
Roiling Vortex, Enchantment, designed by Campbell White first released in Sep, 2020 in the set Zendikar Rising and was printed exactly in 6 different ways.
A burn deck in Magic: the Gathering would benefit from using Roiling Vortex as it provides consistent damage to both players each turn and punishes opponents for casting spells without spending mana. While Roiling Vortex is a solid card for aggressive strategies, there are potentially better options like Eidolon of the Great Revel or Sulfuric Vortex that offer similar effects with additional benefits, making Roiling Vortex less likely to see play in competitive decks.
Rules

An ability that triggers when a player casts a spell resolves before the spell that caused it to trigger. It resolves even if that spell is countered.
09/25/20
In a Two-Headed Giant game, Roiling Vortex’s first ability triggers twice during each team’s upkeep. Each instance deals 1 damage to one of the players on that team.
