Ravenhill Flock would fit a blue tempo, spellslinger, or card-draw-focused deck that can draw repeatedly through cantrips, looting, and engines such as `The One Ring`, turning a modest flier into a serious threat over several turns; it is especially reasonable in Limited, where evasive creatures and incremental advantages matter more. In constructed formats, though, four mana is a steep investment for a creature that needs additional cards and turns to grow, and cards such as `Ledger Shredder` (cheaper, evasive, and grows while filtering draws), `Chasm Skulker` (scales from draws and leaves a board after removal), or `Toothy, Imaginary Friend` (far larger draw payoff where legal) are generally better. It could see casual Commander play in a dedicated draw deck, particularly on a budget or for Bird tribal, but it is unlikely to be competitive unless its base power and toughness are unusually high or the format is very slow.
