About Perpetual Timepiece
Perpetual Timepiece, Artifact, designed by Cliff Childs first released in Sep, 2016 in the set Kaladesh and was printed exactly in 4 different ways.
This card would be beneficial in a deck that focuses on graveyard recursion or self-mill strategies, as it allows for both milling and shuffling cards from the graveyard back into the library. However, there are potentially better cards like Elixir of Immortality which not only shuffles your graveyard back into your library but also gains you life. Whether Perpetual Timepiece sees play would depend on the specific strategy and synergy within the deck, as well as the overall card pool available for that particular format.

You can activate Perpetual Timepiece’s second ability with no targets just to shuffle your library. If you choose any targets and they all become illegal targets, the ability won’t resolve and you won’t shuffle your library.
