Merciless Resolve would be beneficial in a deck that focuses on sacrificing creatures or lands for value, such as a sacrifice or graveyard-based deck. While it provides card advantage by drawing two cards, there are more efficient options like Altar's Reap or Village Rites that don't require sacrificing a creature or land as an additional cost. Merciless Resolve may not see play in competitive decks due to its high cost and restrictive additional cost, but could be a fun inclusion in more casual or thematic decks.
