This card, Esper Cormorants, would benefit a control deck in Magic: the Gathering due to its flying ability and the color combination of white, blue, and black providing access to a variety of control spells and card draw. While it can be a decent addition to a control deck, there are likely better options available such as Sphinx of Foresight or Aven Mindcensor, which offer more impactful abilities for their mana cost.
