A control deck that focuses on disrupting the opponent's board state would benefit from including Tidal Surge in their deck, as it provides a cheap way to tap down multiple creatures without flying, potentially slowing down aggressive strategies. However, there are better options available, such as Cyclonic Rift, which has a more versatile effect and can be more impactful in various situations.
