A deck that focuses on milling the opponent's library would benefit from including Sands of Delirium, as it provides a repeatable mill effect that can help achieve the win condition of decking out the opponent. However, there are better cards for this purpose, such as Mindcrank or Mesmeric Orb, which offer more efficient and impactful mill effects. Sands of Delirium could see play in a casual or budget mill deck, but in competitive settings, more powerful mill cards would likely be preferred.
