A deck that focuses on controlling the opponent's resources and disrupting their game plan would benefit from using Jinxed Choker, as it can be used as a tool to pressure the opponent while also providing a way to manipulate the number of charge counters on it. However, there are better options available, such as cards that offer more immediate and impactful effects without the drawback of potentially damaging the controller, like Ensnaring Bridge or Tangle Wire. Jinxed Choker could see play in a niche deck looking for a unique way to disrupt the opponent, but it may not be a top choice in competitive settings due to its inherent risk.
