About Basal Sliver
Basal Sliver, Creature — sliver, designed by Drew Tucker first released in Oct, 2006 in the set Time Spiral and was printed exactly in 2 different ways. It's a key card in 21 combos.
Basal Sliver would be beneficial in a Sliver tribal deck, as it provides consistent mana acceleration by allowing all Slivers to generate mana when sacrificed. However, a better card that serves a similar purpose is Gemhide Sliver, which produces any color of mana for Slivers. Basal Sliver could see play in specific Sliver decks looking to ramp up their mana production to cast more spells efficiently.

Abilities that Slivers grant, as well as power/toughness boosts, are cumulative. However, for some abilities, like flying, having more than one instance of the ability doesn’t provide any additional benefit.
