A deck focused on enchantments, specifically white-based Enchantment Control or Enchantment Aggro decks, would benefit from including Tempest Technique as it can provide a significant power boost to a creature based on the number of enchantments in play. While the Storm mechanic can generate multiple copies of the aura, the better card for such decks may be Ethereal Armor, which provides a similar effect but for a lower cost and doesn't require additional spells to be cast prior to benefitting from its effect. Thus, while Tempest Technique may have its niche uses, it may not be a top choice for competitive play compared to other available options.
