A deck that focuses on tempo and control, such as a Blue-Red control deck, would benefit from using Swiftwater Cliffs as it provides a small life gain and access to both blue and red mana. However, there are better dual lands available in Magic: the Gathering, such as Steam Vents, which enters untapped and can be fetched with fetch lands. Swiftwater Cliffs could see play in budget decks or casual formats, but in competitive settings, more efficient lands would likely be preferred.
