A goblin tribal deck in Magic: the Gathering would benefit from using Sparksmith due to its ability to deal damage based on the number of goblins on the battlefield, potentially acting as removal or a win condition. However, Goblin Chainwhirler is a better card in many cases due to its ability to deal 1 damage to each opponent and each creature they control upon entering the battlefield, providing a more immediate impact. Sparksmith could still see play in specific goblin-focused decks looking for additional removal options or ways to close out games.
