This card would be beneficial in a deck focused on sacrificing creatures for value, such as a black sacrifice deck or a deck that benefits from having multiple creatures on the battlefield. While Rat Out provides a small debuff to a target creature and creates a token, there are more efficient cards like Tragic Slip that offer a similar effect with more impact, making Rat Out less likely to see play in competitive Magic: the Gathering decks.
