Highly Illogical is best for blue decks that want flexible, early interaction but still need a late-game hard counter, especially Commander decks, tempo-control shells, Spellslinger decks, and budget blue lists that value modal usefulness over raw efficiency; it can stop cheap commanders, fast combo pieces, tutors, mana rocks, and early threats for {1}{U}, then scale into a full counterspell for {2}{U}{U}. That said, in most competitive or optimized decks there are better options: Counterspell is much better if your mana can support {U}{U}, Mana Drain, Force of Will, Force of Negation, Fierce Guardianship, Swan Song, Flusterstorm, Spell Pierce, An Offer You Can't Refuse, Arcane Denial, and Negate are usually stronger depending on format and role.
