About War's Toll
War's Toll, Enchantment, designed by Dana Knutson first released in May, 2006 in the set Dissension and was printed exactly in 2 different ways. It see play in 1 formats: Commander.
A deck focused on disrupting your opponent's mana base and forcing them into unfavorable combat situations, such as a red aggressive deck or a control deck looking to slow down the opponent's resources, would benefit from using War's Toll. However, there are potentially better options like Blood Moon for mana disruption or Ghostly Prison for controlling combat, making War's Toll less likely to see play in competitive Magic: The Gathering decks.

Your opponent can tap lands for mana in response to the triggered ability. The effect won’t prevent your opponent from casting spells or activating abilities, but it will make it difficult for that player to cast other spells or activate abilities later in the turn because players’ mana pools empty at the end of each step.
