Off Balance, Instant, designed by Jeff Miracola first released in Feb, 2000 in the set Nemesis.
This card, Off Balance, would be beneficial in a White Weenie or Aggro deck in Magic: the Gathering, as it can help to control the opponent's creatures and allow for more successful attacks. However, there are potentially better options such as Path to Exile or Swords to Plowshares which provide more permanent removal. Off Balance could see play as a situational card in specific metas or sideboard options, but may not be a staple in most competitive decks due to its temporary effect.

The ability only does something if used before attackers or blockers (as appropriate) are declared during a turn. If used after the creature is declared as an attacker or blocker, nothing happens.
