This card, No Mercy, would be beneficial in a control deck that aims to deter opponents from attacking you by punishing them for doing so. It can be particularly effective against aggressive creature-based strategies. However, there are more efficient options like Propaganda or Ghostly Prison that provide a similar effect at a lower cost, making them better choices in most cases. No Mercy could see play in specific metagames where its ability is particularly effective, but in general, there are better alternatives available.
