Spinerock Tyrant would fit best in a red spellslinger or Izzet (blue‑red) spells-matter deck that runs lots of single-target instants and sorceries—burn spells, pump spells, or combat tricks—because copying them doubles your value while turning damage into permanent -1/-1 counters via wither, making it especially strong against creature-heavy decks; it could also work in a Commander deck built around spell copying (like with Veyran, Voice of Duality or Kalamax, the Stormsire).
