Decks that rely on creatures with powerful abilities triggered upon entering the battlefield, such as ETB (Enter the Battlefield) decks or decks that need to protect their creatures from targeted removal, would find Scapegoat useful. However, a better alternative to Scapegoat could be cards like Teferi's Protection or Ghostway, which offer more versatile protection for all your creatures and permanents. Scapegoat could see play in specific strategies that require bouncing multiple creatures for value, but its effectiveness may vary depending on the overall game plan of the deck.
