Mutilate, Sorcery, designed by Eric Peterson first released in Feb, 2002 in the set Torment and was printed exactly in 8 different ways. It see play in 1 formats: Commander.
A deck that focuses on controlling the board with a high number of Swamps would benefit from using Mutilate in Magic: the Gathering. Decks that rely on black mana and have a strategy centered around reducing the power and toughness of opposing creatures would find Mutilate to be a powerful tool. However, there are better board wipe cards available, such as Damnation or Toxic Deluge, which offer more flexibility and efficiency in a wider range of situations. Mutilate could see play in specific mono-black control decks that heavily utilize Swamps, but it may not be a top choice in more competitive or diverse metagames.

The effect is based on the number of Swamps you control when Mutilate resolves. Only creatures on the battlefield at that time will be affected. The effect won’t change later in the turn, even if the number of Swamps you control changes.
