This card, Shackles of Treachery, would benefit a red aggressive deck looking to gain temporary control of an opponent's creature to deal immediate damage and potentially remove any Equipment attached to it. While it can be situationally useful, there are potentially better options like Act of Treason or Threaten that provide similar effects at a lower mana cost, making Shackles of Treachery less likely to see play in competitive Magic: the Gathering decks.
