A deck that focuses on disrupting the opponent's hand and controlling the board would benefit from including Harsh Scrutiny. While it provides a cheap way to strip a creature card from the opponent's hand and gain some card selection with scry 1, there are arguably better options like Thoughtseize or Inquisition of Kozilek that offer more flexibility and disruption. Harsh Scrutiny could see play in budget decks or as a sideboard option in certain metagames, but it may not be a staple in competitive decks.
