Cunning Rhetoric would be beneficial in a control deck that focuses on disrupting the opponent's strategy by exiling their cards and potentially playing them to gain an advantage. While it offers a unique ability, there are more efficient cards like Gonti, Lord of Luxury that provide similar effects with additional benefits, making Cunning Rhetoric less likely to see play in competitive Magic: The Gathering decks.
