This card, Reaping the Graves, would be beneficial in a graveyard-focused deck that aims to recur creatures for value. However, there are potentially better options such as Gravedigger or Unearth that offer more immediate value without the need for additional spells to be cast beforehand. While Reaping the Graves could see play in specific combo or control decks that can take advantage of its Storm ability, its effectiveness may vary depending on the overall strategy of the deck.

A copy of a spell can be countered like any other spell, but it must be countered individually. Countering a spell with storm won’t affect the copies.
