A deck focused on land manipulation or control, such as a blue control deck or a deck that aims to disrupt the opponent's mana base, would benefit from using Shifting Borders. However, there are better options available, such as Vedalken Shackles or Spreading Seas, which provide more consistent and impactful land control effects. Shifting Borders may not see much play due to its high mana cost and situational nature compared to other available options.

A card with a splice ability can’t be spliced onto itself because the spell is on the stack (and not in your hand) when you reveal the cards you want to splice onto it.

If all of the spell’s targets are illegal when the spell tries to resolve, it won’t resolve and none of its effects will happen.
