Monologue Tax would be beneficial in a control or tempo deck that aims to slow down the opponent's spellcasting by providing an additional resource in the form of Treasure tokens. However, there are better options available such as Rule of Law or Eidolon of Rhetoric which have a similar effect of limiting spellcasting. Monologue Tax could see play in specific metas where opponents rely heavily on casting multiple spells per turn, but overall, it may not be the most efficient choice compared to other options.

It doesn’t matter if Monologue Tax was on the battlefield for the first spell. It also doesn’t matter if that first spell resolved or not.
