Gratuitous Violence would be most beneficial in a red aggressive deck that focuses on dealing damage quickly and efficiently. While it can significantly increase the damage output of your creatures, it comes with a high mana cost and may not be the most optimal choice compared to other cards like Furnace of Rath, which doubles all damage dealt by all sources, or Dictate of the Twin Gods, which provides a similar effect at a lower cost. Whether or not Gratuitous Violence should see play would depend on the specific strategy and synergies of the deck in question.
